Little is known of Tempest Bayor's history or specific current actions, other than supporting the Ode occupation of Midrath. His latest appearance is in a cutscene during the The Shewolf Snared Fable - and until the Envoy comes across him again, much remains a mystery.

Bayor may have once wielded

The Paragon

greatsword, as a threat is etched upon the blade: "Return to Bayor." Another interpretation is that the blade was originally owned by a separate Envoy, who made this etching as a threat to Bayor - the full context remains unknown for now.

During The Waste Bear Fable, the

hallucinates delivering a large Wevetseed to Lord Synod, with their outfit changing to one identical to Bayor's during the sequence. It is unknown if this is meant to be a vision of Bayor delivering the seed, or the Envoy.
