Cooldown reduction for all abilities while standing in/on water.

• Regenerates 1.5 / 3 / 4 / 5 'Cooldown Seconds' per Second while in water, depending on Rank of the Vernal Pool Pact Art.
  • On Phantom Flock, the first Rank appears to be 2 Cooldown seconds per second.

• Vernal Pool allows cooldowns to replenish even when they should not yet have begun:
  • Replenishes Elderbloom's cooldown even before the plant starts to fade.
  • Replenishes Bestone and Phantom Flock's cooldowns even before their casting animations have been performed.

• Not all watery locations trigger Vernal Pool.
